Swing on the ruble: why is business in special economic zones

The government decided not to produce special economic zones (SEZ) with low impact on the ruble of public investment. Empty zones are not needed, says Deputy Prime Minister Yuri Trutnev. It is planned to tighten the legislative framework of the SEZ. But experts are skeptical appreciate the idea of creating a local offshore companies in a country closed to Western investors.
