OSCE: elections in Montenegro were transparent, but in a heated situation

Margareta Sutherfield of the OSCE Parliamentary Assembly stated that the mission in Montenegro was the first observer mission since the outbreak of the coronavirus pandemic, as well as the first physical activity for the OSCE in this area. Commenting on the report on the election campaign, she said that the ruling party had an institutional advantage, as well as wider media coverage. The elections were held in an atmosphere of polarization on the issue of church and national identity. Participants were able to convey their messages to voters, but the ruling party gained an unfair advantage due to the misuse of state resources and dominant media coverage, she said at a press conference. According to her, the lack of independent media coverage of campaigns has reduced the quality of information available to voters. The law provides the basis for democratic elections, but ambiguity allows us to circumvent the rules, especially when it comes to financing political parties, she said.
